Yes they are tradeable but I would assume that they would be extremely expensive. In Windia I sold 3 Yellow Tinkerer belts for 500m ea. and considering how they're rather easy to get you can expect black/red items to be much, much more expensive.

I kinda wanna go batsit insane on your ass for not reading the Update Notes or trying to figure it out yourself, but I'm gonna be nice and answer your question: It can be traded with normal Scissors of Karma. And if they were in Bera, they'd most likely be upwards of 7.5b.
