So we're playing this "game" in school, and I need help finding out the best "equation" to lead me to victory.

Details:
There are 20-25 individuals that are given a set number. Minimum is about 3,200 and max is about 12,000. We must select 9 individuals and the total must not go over 60,000. So as you can see, there are many different combinations that can be used to get a total of 60,000. But here's the catch!! Every 4-5 individuals is assigned to a "group". Individuals A-E can only go into "group 1", individuals F-K can only go to "group 2". We must select 2 individuals from individuals A-E to go to "group 1" and 2 individuals from F-K to go into "group 2" and so on. Groups 1-4 have 2 slots and group 5 only has one. Once again, the total must not go over 60,000. I hope this makes sense! The point of the game is to find as many different combinations as possible. Is there an equation/online calculator I could possibly use?? Thank you
