I see ppl saying you get it pretty easilly nowadays, is it from the HT scale, Arkarium beard, etc? Or seomthing else?

only thing that i know is that you can get wabr recipe from zakum (not sure now), Von leon or marvel machine (wabr ring).

I bought the stuff to craft it already. Im asking if all the bosses have the chance to give the recipe or just some of them.

It's a secret merchant. It has a very small chance to sell ONE wabr recipe per server, and it resets every day. It's always in a secret location in ToT, and the map changes every day.
I think recipe not the ring, but I'm not sure.
