It does have a lot of value if you can pass a 15% on it and then chaos. It's better than an ABR end game if it's cubed to Unique and 3%+ main stat.

cost could range from 1 try (about 6b) to 4 or 5...

hoping to get 7% dex after cubing
imo its much better than a dabr, it has 4 theoretical slots, so fill the first with 15% accessory for att and the rest with chaos/miraculous chaoses

how much would it be worth? 3 line is quite difficult to get

its a 1st tier so its not worth 800m :X
