ill just refresh my computer in a while

Have you tried rebooting? That'll normally fix mostly anything, in some circumstances.
I had the same thing happen a while ago, just I can't remember what I did to fix it...

yea i have internal speakers
im using windows 8 too
and this problem started after i refreshed episode 2
i watched episode 1 like an hour ago and it was fine
i was watching episode 2 but it didnt load so i refreshed now sound comes out
Also its only coming from the website not anywhere else because i just disabled everything and when i played it nothing came out but when i enabled the speakers for the website sound came out

Hmm... Do you have any sort of internal speakers? (Right click the volume control icon and click "Open Volume Mixer" (It might be a little different from OS's other than Windows 7.))
If you have anything other than your speakers enabled, disable it, and see if that fixes it.

its coming from bottom right where my power button is

@xkillo32: It might just be from your hard drive doing more work than it's used to. Is it coming out of the front-ish area of your computer, probably near the top?

im steaming it its not downloaded or anything
it also stops when i stop the anime

Did you DL it or are you streaming? If streaming, it's probably an ad or the video file on that site is bad. If you DL'ed it, it might have gotten corrupted or was bad in the first place or had a virus.

Describe the sound. It's most likely a hardware error.

Viruses. Bad video playing or maybe the video is bad.

Japanese is a language not a weird sound.

Maybe it was those annoying sound advertisement?
