I kind of thought they couldn't, but since I rarely scroll things I wasn't sure...

can increase/decrease everything except things like %HP or something

It can increase or decrease anything that counts as a stat or attack. Normal Chaos scrolls go +/- 5. It can also even be a 0 gain or loss.
Bell curve, and can increase or decrease.
They can remain the same ^^^
