Luminous Rising Tempest Set
So I don't know what happened but I seem to be missing a piece in my set, which means I can't take advantage of the extra 35 WA. Is there any possible way I can get the piece back?

No, its not worth it to remake your character.
I have 3% int on 3 of my tempest gear, and thats enough to make it better than the Rising Set.
Since we still get 2x the coins, I would recommend you go for tempest
Also, Tempest set allows you to use a different weapon (other than Tempest) and still keep the full set effect. Whereas, Rising set requires you to use EVERYTHING including the weapon. It's not tier based either, so its all or nothing. More reason to use Tempest
Eventually you can use the higher level sets, I've noticed they are gradually decreasing in value. Used to cost about 300m each, now its about 70m each. So in time you may be able to get the Dragon Mage (I think thats the name...?) sets
EDIT: It took me about 8 tries to post this msg... The Basil Market word filter is really annoying.

oh that sucks, do you think it's worth it to remake the character just for it?
As far as I know, the only way to get a complete set again is to remake the character.
