You're asking what is the ToC glitch, when you clearly say in the comments of that video "It doesnt work anymore" 3 days ago.

They mean to say TaC glitch. TaC means Terms and Conditions. It's a glitch that was patched January 30th that gave you a permanent 50% damage boost until you died or logged off.
