OT: Generally, 30 attack is better unless you have about 35% str+
I would guess that 30att would be better for you. If you want to be sure, calculate it using the formula-
(weapon multiplier* (4*main stat + secondary stat))* Total Attack/100

i have about 10% str on me now and 676 base str. my total str without any cape on me is 990. what will be better. 30att or 12att and 51 str?
i dont think there are states called 30 atk and 12 atk +51 str
in most cases 30 atk wins.
