Ok let me just add this, although it's true that critical damage increases your damage but it doesn't mean you will do the same damage over time. It can be anyway between your minimum critical or maximum critical, the damage is not stable so you are not necessarily doing more damage just because your maximum damage is now higher.
Unless you mean to tell me you noticed every single lines of damage you do is ALWAYS 2mil higher than the actual damage you do before wearing the ring. Well, I only have one thing to say in regards to that... that I trust the calculation more than what the naked eye see.

If you are only looking at the maximum number, you are doing it wrong. We are looking at the total damage you do over time.
Again, this is all theoretical and may not be 100% accurate (the same as JoeTang's DPS chart) but at least it is based on careful calculations. It might be more reliable than human's naked eye.
I got the 10% min ring and replaced my 21% cracked gollux ring with it. I began to do roughly 2mil more per line on critical, which is 100% of the time for me.

That is SO wrong, in so many level. Do not say things you do not even understand. It's more complicated that you think.
A 10% min or max critical damage will never outweigh a ring with 21% main stat unless you have more than 440% main stat as calculated by Hadriel:

If you mean to fully enhance it with 10 slots then yes.
They start distributing the stones to enhance the ring next week.
You can still do the first week now so yes.
