Yep. Phantoms love them some SE.
The questions is kind of pointless in my opinion. Get Impeccable memory to level 30 and ask us again after that. It takes 1-2 days at LHC to get it to level 10 to level 30.
Besides, at level 10, it doesn't really matter in my opinion. Just use one or the other and level up. Personally, I used Sharp Eyes though. Carte Noir has a 100% activation rate and it deals 200% damage. So Sharp Eyes actually made me deal a heck of a lot more damage.
