Two Questions in One
1st question, I want to get an elite helesium mage belt but i dont have enough tempest coins. Which boss and what questline do I have to do to fight that boss?
2nd question, Why did nexon make it so difficult to get all of the other empress capes besides thief? Is there any other way? Possibly easier?

Idk if Veldie, Victor and the other boss drop the Elite Heliseum Belt, but in order to get one you have to do the Phanteon Quest line. This will let you fight those 3 minibosses who drops some equips. Also you can do Daily Repeatable quest to get some coins to buy any Elite/Nova/Tyrant equip you want.
@Zeolance Empress Thief Cape is the only dropable cape right now. That's why it is cheaper
You gotta fight I think Magnus which will probably be impossible you the other way is for you go get hundreds of shadow merchant coins each day like 5 per day or something.
Gotta to get them merchant coins I think you have you gotta do the helesium questline and unlock the area downtown black market.
No one knows. Unless Nexon. Nope no other way.
But alternatives require nx.
marvel machine, Mirrors and stuff.
Mirrors atm have these equips and nova equips as well or something like that.
