I failed7/9 of them.
I failed 6 in a row too. Just waiting for an innocence scroll now.
3/6 worked for me, all deleted the attack on my empress shoes but still, they did work
Most of mines worked but none of them increased weapon attack. They either lowered it, made it 0, let it stay the same or either increased magic attack. I used one on a tempest shoulder and got 2 w.atk and 9 m.atk </3
@x1mmortality I said that because many of the poster encountered this problem as well so it's not wierd to think it's glitched or incorrectly labeled. I'm starting to think that many of us are just unlucky.

i failed mine lost 11att balloon and gave me 9matt so i gotta use inn scroll w/e call to reset it.
@tsubasa128 Just because you've failed a few, it deems them "glitched" or "incorrectly labelled"? What have we come to.... there's such thing as bad luck you know.
OT: I've passed all of mine I used and they all went +Attack on my Empress and ShoulderPads. (I made 2 7M.Attack Shoulders and a 11attack Raven Horn Overall)
Okay from the replies, I guess it is safe to assume the chaos scrolls are either glitched or incorrectly labeled. </3

That's just bad luck. Once, I bought 7 chaos scrolls for a khanjar I was trying to improve. All 7 failed.
The event incredible chaos scrolls definitely work though. I've passed 5 (and 3 fails) so far on different equips. +4 attack, + 3 attack, -1 attack, - 3 attack, +0 attack are the results I got. Each on different equips, although the two negatives I got were on my khanjar (I swear it's like they don't want me ot have a good one lol)
I landed 2 out of 9 slots on my lionheart cape....raising it 3atk and then 0 atk...
I failed all of them as well. I thought i was bad luck
@Omelet @RenegadesFM I know right? It's such a pisser >.< I think Nexon mixed up 60 with 10.
@iMario5bro5 well that's unfortunate. Lucky the two scrolls that worked only took away the avoid on my empress gear.
I'm having the same problem... out of all my accounts I haven't passed one. I think I've scrolled at least 15.
