You have to be a Herbalist and start to dig out herbs from areas where they are found. I'm not sure if it's a certain level of Herbalism you have to be, but it's a rare Herbalist drop.
to get it urself u need a harbalist that can harvest plants. you harvest and sometimes the rose drops. Or you can buy it off someone. I myself have many; too bad we're on different servers.

The quest starts in Henesys hair cut saloon place.
If you get impatient or are lazy, there's always the magic pouch in the tempest shop

It drops from herbs i think. When you dig herbs it sometimes drops with the herb you dig.
