wait a week or 2 after luminous comes out that way everybody will be wanting them
300-400m. Level 0 makes most people say ewwwww.
I think you could probably get more. But then again, the balloon event ended just a month ago, so there are probably still some balloons around. Also, there were a few Chaos Scroll of Goodness... so yeah... that's my theory. : P
But for a P/C I honestly don't know
