He's talking about the thing where you have to type in buddy and guild chat twice to get the lines to show up.
It's only a very minor inconvenience. I just immediately send a "hi" and a "." line in both buddy and guild chat when I log in.

Try a full shutdown, i don't seem to have any chat bugs.
