Seriously Nexon? Grr

So today I went to make a new character and was excited for the Hyper Tele Rock. However, most likely because of the glitch, new characters no longer get them. Why did they do this? Couldn't they have removed the glitch and kept the rocks. Grrr.

Unless of course I'm wrong and something else happened to the Rocks, does anyone know?
