Is it against the rules to create more accounts to receive beryl heart and transfer it to my main account?
And if so, is it permanent ban?

Just make 5~ mules for hot time and events. Get them to lvl 30 so you can get the boxes too.
my friend did 25 in about 5 minutes and he got IP banned.
as for making multiple accounts, nexon only lets you make 5 in a certain period of time. if you try to bypass it by using another browser (which works initially) the accounts that you do that with will get banned. so you could do it for just one hot time, but im not sure how much thats worth it, seeing as how you have to get them to level 30 to open the boxes now.

Not as low as 10, I've done around 15-20 max, wouldn't push it any further though.
