It's a metaphor to say how Ash is a crap trainer. He beat a Rhydon with a lvl 25 pikachu. I mean...what the eff? I tried beating a rhydon (lvl 65) with my lvl 100 Raychu and lost. Because Ash is a casual who would rather forge bonds with his cute little pets than actually win an important match. e-e;
Yeah, that's right. I went there. @"pikachu learns moves sooner," he's had the thing for years. It's gotta be level 100 by now. Also, Ash has been conditioned to be against evolution since the first season. When his loyal Charmander evolved, it took him ages to become friends with it again. It would only make sense to not want them to evolve after an experience like that. Ash is a terrible trainer... He should just retire from Pokemon and let Brock or someone take over.

lol every episode I'm just hoping for one of his pokemon the evolve to make it more interesting.
