They say she's outside of edelstein but I can't find her. Help please?

If you talk to Claudine again, she will hint to you that Ulrika likes to play around streetlights.
If you head over to the right of town to Edelstein Strolling Path 4, there is a portal at the top left that leads to the map with the Streetlight monsters.
Go up and you'll see a wind turbine with [UP] next to it. Enter the portal and Ulrika is at the Hidden Street.
