It makes an animation of angels follow you, and makes some aura appear around you.
It also gives you a non-dispellable 5 attack/magic attack buff that lasts as long as you have the ring equipped.

Although if you consider summons as things that attack stuff for you, then technically no, it doesn't summon anything.
