I'm trying to macro rising rush with parting shot, but it's not working is there any reason why it won't let me do this?

I'm not familiar with those skills at all, but I know that you can't macro skills which have a cooldown.

it doesn't have a cooldown, but it has to be used after another attack, like rising rush

it cannot be used by itself
