Why not use both of them, since they are different types of skill.

Flame Gear is a skill that features "Damage over Time" that has a certain
"Area of Effect" properties to it; however, Paralyze is your main attacking
4th job skill, since it's use for soloing/mobbing.

Those two skills can stack in DoT, along with the other skills that feature DoT.

Flame Gear is like Poison Mist. Set it up, wait for it to disappear, and set it back up.
Paralyze is your main attacking skill.

They can all be used at the same time.

They are both used to attack to get maximum damage, you use them BOTH.
