No. It means that if you have a lv200 buccaneer, it would add 1k damage, probably directly to the damage dealt. A level 30 buccaneer, on the other hand, would not add 150 damage. It would only add 60 damage, because it's a B rank.

Buccs' card adds +2/3/4/5 damage per character level
and
Pallies' add +0.5/1/1.5/2 weapon attack per character level
Is there a difference? If not wouldn't the most obvious character to make for damage be Bucc?
