Why is it urgent when we have 2 days till they tell us an accurate answer compared to peoples judgments on the other versions of maple. It is not like deleting your Blaze now will benefit you when you still have 2 days to wait for Mihile.

Yes. Mihile functions EXACTLY Like a normal cygnus, except he can get to level 200. All quests, skills, mounts, etc. that you can get on a Dawn Warrior can be obtained on a Mihile

Yes.
But you can fight ark at any level on Mihile, so you can just over level it and then completely destroy cygnus ark with 4th job skills.
