You have to go all the way to the end of the suspicious hideout. There will be a cut scene and you will have to defeat the priest and obtain the letter. Then take it back to Cartalion. And you're done ^.~ Oh and for reclaiming the relic you have to kill the Nefarious Monk Masters until they give you the relic.
