Right now on my DB I have 19% buff duration and I have 216 of the regular ability circulators. Should I attempt to achieve a high % buff duration or keep the 19% I have now?

I've used thousands on my Dual Blade before I got 39% buff duration. This was before they made inner ability dependent on your level though.

Get more, like 8000, then try.
Or just get to unique and use NX circs from there.
