Maybe you have to be a resistance character in order to purchase the hat.
I don't have the lightbulb. Maybe only lvl 70+ can see it?

No, not getting it at lvl 30. Some people say it's a quest, but I wonder who give it (and anyone can do it, I'm certain of that).
