Decent combat orders is different than skill level +1. CO lets you pass the skill max, whereas skill+1 does not. Our MW doesn't get the Lv 31 version but some of the character specific skills do. But

Apparently, you have slots left on the weapon, you can use 50%/100% trade able hammers. If you have no slots left, you gotta go to the CS. Nothing you can do about that. :/
