I think that neos is about right... I think its price range go about 15-25mil for 3% str.
I bought this str + 19 with potential str +10 and all stat+5 (lvl 100 crossheider or something) for 50mil? I'm not sure if I got a good deal or bad deal but it seems pretty reasonable price for me.
