Yes and yes. But you should also try to find the Mastery Books ya need. I've heard most, if not all, 20/30 Mastery Books will be easier to find Post-BB. xD

Nope. All skills will be unlocked after you advance to 4th. Just don't mix them up with Mastery Books, you'll still need those. xD
