Because they start out with 4 base dex, meaning that if NONE of the scrolls worked, it will atleast have 4 dex. But even if you used all 70%s and all of them worked, it would be an astonishing 18 dex, rather than a 14 dex.

Cause it already had DEX in it when it was clean... i'm asuming this had 4 dex clean, So yeah, why in reality would you not scroll a set of these for dex?
