Okay so I was doing BPQ on normal mode when I was lvl 70, I'm 71 now but the rankings are messed, but yea, when I beat it I managed to loot those shoes, and I was suprised by it. So, yea, it's like a reverse item it has a item lvl, and item EXP.

firerager3: Is that all u get from Balrog PQ..... no it also gives weapons (untradable) there is a balrog claw with like 40 attack lv 53 with 7 slots and it lvls as well
