Nobody knows exactly how pierce works, just like how nobody knows the exact pkb formula, except nexon. Don't spread false information please. But I think that by "max damage" in the skill description it means damage at full charge. If I charge up lvl 1 pierce (320%) all the way and shoot one monster it does about 300% of my damage range to the first monster(no critical factored in). On the last monster it does about 600% my highest without a critical. I'm pretty sure it's on the first monster, and if it's anything like IA, it's damage increases based on level. It would increase by 32% each monster at lvl 1, and 85% each monster at lvl 30. I can't really test this though, not until I max mastery.
