Like the title says, how do you get his lv 30 pants?

My mistake, Taru weapons are obtained from set 3, not 1. As a side note, I did not realize they released a set 5. Are the redeemable items from set 5 from various other sets, or are there new items that were released along with set 5?

Stirgeman Utility Pants can be upgraded by obtaining various etc drops from Glutton Ghouls in Haunted Mansion. Each upgrade requires a list of items, and each upgrade has a chance of failing and destroying the pants, or destroying the materials gathered to upgrade the pants. If successfully upgraded, they turn into a new item, which you can see here:

Stirge-On-A-String and Stirgeman Cape can be upgraded with the same method as the pants, and also have the same chance of destruction/creation as the pants.

iTCG is Nexon's own trading cards. These cards are sold in packs and kits, similar to Pokemon, Magic, and Yu-Gi-Oh! cards. On each iTCG card, there is a redeemable code which you can enter via Maplestory's "CHARGE" button in the Cash Shop. This allows one of many pre-organized items to spawn in your inventory, which are correlated with which type of card pack you buy. For example, if you buy iTCG set type 1, you will get an item from a list of items given ONLY for set 1, such as Taru weapons. With set type 2, you do not have a chance of obtaining a Taru weapon since it is only available for set type 1, but you will have a new list of iTCG items that you can obtain from set type 2 cards. This change is consistent with both set 3 and 4, too.

Long explanation short: iTCG is super-gachapon.
