yah Hydreigon is a psuedo legendary...
haxorus is ou but it really doesn't have any outstanding stats o_o
most of the legendaries in this game arent really OP other than zekrom, reshiram, and victini. The 3 roaming ones are w/e, the ice dragon is a joke. the 3 element/fighting monsters are normal stats so yah...

I know that the three genies aren't legendary.
And I'm pretty sure that the dragon legendarys are uber (not sure though).

And I think 8% of the 5th generation are legendaries. I don't know how many of them would fall into the uber tier, though.
