Aran Character Card

I was wondering if the Aran Character Card (Has a 70% chance to restore X% of HP) is glitched? Just before I go to make one.

In my experience some of the cards don't really have the intended effect (Such as I/L & BW Cards), so before I made one, I wanted to make sure it actually gave you this seemingly awesome drain ability.

The real description of the Aran card is this
"Recover 2/4/6/8% of your raw max HP (Your natural HP without any HP bonus from equip/skills/potential) when you hit a monster with a 10 second cooldown. There is a 70% chance for it to recover double/triple the amount once every 60 seconds.

It's not the best character card for a warrior, but not as bad as say Paladin (Final damage + 2 * character level).
It's just useless. It makes it sound like it always has a 70% chance to happen, but what it really means is that there's a 70% chance for it to have double the effect. [**=]It still only happens once per minute[/**] , which anyone could identify as useless. The Evan card isn't bad though.
Once per minute?

It's X% of your hp, not damage. It's useful against bosses like Gollux if you are stuck in a job with out any healing skills. It's a pretty small regeneration affect, but I'll take what I can get.

Although I do not have any, I am fairly certain I/L & BW character cards work. If you have a level 200 character, you'll only be getting +400 magic damage. So instead of dealing 25,000,000, you'll deal 25,000,400.
