Theoretically yes, but there are many factors that deter it. Strength/Stamina is a key factor to it. iirc, Minato also used that same jutsu to seal Kyuubi into Naruto.

I think no one is grasping what the OP is trying to ask. He's not talking about the move or how its easily reversible or how you can dodge it or how you can survive it. He's talking about the actual Death Reaper being strong. Not the move itself but the spirit who cuts the souls.
OT: We know too little about it to actually measure its strength. It's only made like 3 appearances in the whole series.

I don't think so. That reaper attack takes some of your soul and cuts it off which can be resisted by the other person. Itachi's susanoo weapon I forgot the name is a much better version of the reaper attack. Anyone the sword touches goes to an eternal genjutsu like the reaper attack but its much faster and you can't stop it only avoid it.
