I really don't understand how anyone's internet speed can be this low.

Should I cancel it? I'm sure the cheapest internet provider nowadays isn't this bad.

I live in NYC, by the way.

WEP encryption is very weak, regardless of how difficult the password is
change to WPA2 (with a password that's not obvious) to ensure no-one's stealing your wifi

Try switching to Optimum? I'm in North Jersey and we pay 50$ a month for 50mb/s DL speed and 20mb/s upload speed.

You apparently have the lowest-tier DSL. The "rated" speed is 1.54 Mb/sec, but that degrades depending on your distance from the Central Office your phone line connects to, and can also be affected by the wiring in your building and the AT&T cabling that runs to your building.
I get 1.2Mb/sec on my similar DSL because I'm a long way from the AT&T office.

One thing you can do is call your ISP and ask them to run a line test to check the cabling between their office and your modem.
It should be free, they can do it remotely and it can indicate if there are any problems caused by anything they can fix.

The other option of course is to pay more for faster service, probably from a local cable provider.

Just me. It goes up to 0.97mb/s when my cell phone is connected idly, which makes no difference anyway.

That's slower than the majority, but that's one of the speeds offered by Verizon's DSL. You have to check your contracted speeds to make sure you aren't getting what are paying for.
