Safe to delete Temporary files?

So I was downloading something when I got a pop up error saying I had run out of disk space .
I searched how to clear space and results told me to go to a Windows Program called "Disk Cleaner"
I ran the program and it gave me a bunch of stuff I could delete and a file called Temporary Files was one of em.
If I delete it, it clears 16.6gb which is a lot .
I don't know if it's safe to delete seeing how it's such a big file.
(Side note, what is in temp files? Generally)

TL;DR: Are temp files safe to delete?

Also try to delete old 'system restore point' files if you have them set to automatic creation; that will also free up tasty GBs.

120 gb with another hard drive with 350gb.
The 120 hard drive was the one with the temp files taking up 16gb
@HolyDragon I didn't run out of space, i had 20gb left with only around 600mb left to download but the installer said I "ran out"

lt can likely be raw video or renders.

Temp files build up from programs, and yeah, it's good to clear it out once in a while because the program/your computer won't delete them.
