So I heard these things were once worth max mesos in the past (~2.147b) and now some individuals are claiming it is worth 4b+
Is it really worth as much as they say it is or are they just purposely overpricing it?

Isn't the Spring Flower Corsage the one where you needed the other three to obtain? If so then its most likely around that price range.
It's the only way for people to get class-specific medals by Medal Anvilling.
I wouldn't pay 4b+ for it, though.
