So what's the highest stat a CHTP can get, 40? I wanted to get a 70 one, but since you informed me of this, I have second thoughts.

Any pendant more than 22 stats is from a world transfer glitch where it reset the egg. You are only allowed to use 1 egg per HTP or CHTP. They fixed the glitch though. And I also heard they will be removing or resetting any 40/70s since they were never supposed to exist in the first place.
