My Laptop is malfunctioning

So yesterday I was browsing Youtube, when I found it to be a little slow. I ran Advanced System Care and finished it. When I re-opened my laptop today I found that there was a problem with sysdm.cpl due to some virus. I do not know what to do at this point since I cannot open any programs. If someone were to help, it'll be awesome.

1) boot in safe mode with networking download malwarebytes and run a scan
2) if 1 doesn't work, get another computer download bytes onto a flash drive and launch on the broken computer
3) if that doesn't work scan with your anti virus if you dont have one get a free one in safe mode. (Microsoft security essentials: its free and is one of the best free AV)
4) system restore is the fastest fix, but you will lose recent documents that you made.
5) if you chose system restore point, update your anti virus and download malwarebytes and run a scan. Then run a AV scan.

try booting up from BIOS? use a differnet OS?
