Cant do White Heaven

There's no quest to complete or NPC to talk to. After watching a video of someone else do it, I realised NPC Kayla should be there to talk to but she isn't...
Anyone else have this bug?

Nexon are good at giving extended periods of time to complete quest that have a time limit. Let's see a "Due to the inconvenience, White heaven will be extended until due date + 3 days."

Like I couldn't even go into the thing to place the disks on
I can still complete it and get the next quest.
Problem is i think you need to talk to the NPC to actually get the reward. I dunno.
Yeah everyone has the issue, I tried yesterday too. But its way too late now anyway
