Very easy to play the game with out knowing the language. The hardest part is to get a party but if you have other English friends you can easily get a party to do the main pqs/raids. Other than that it's just a bit of common knowledge on what does what in the game. Browse some guides online (on tria.tv there are translation guides for the main interface options) and just click around.

I guess technically it's frowned upon but it isn't punishable that I know of.
