I've seen some threads where people were able to do it, but for some reason I can't?

open your equipment window and on the bottom left there is a weapon button. click on that and everything is there. put the item you want to use in that box in the middle of the weapons
did you do it on zero's unique weapon window? it has to be on their special weapon window for their weapon to receive upgrades
