One top of that with 5th job nodes we can buff talent III and have a strong arrow platter now that cross surge is a lot weaker

Yes but they are adding in final damage passives for phantom to make up for it. Cross surge goes to 20% final damage while we get 20% final damage and 25% final damage in two of our passives. Pretty sure final damage is multiplicative so 1.2 x 1.25 x 1.2 = 1.8 which would be cross surge level. Even if its not multiplicative its still 45% final damage that we get and we can steal another skill that might make the potential buff in damage higher than the current 80% final damage from cross surge ( like stealing reckless hunt which gives 40% dmg and 40 wep att on top of 45% final passive damage). Not to mention the new 5th job skill phantoms get will increase their line output even more and the 5th job hero passive gives % boss and other stats. If anything its more of an overall buff since they have access to the more dps (due to the new 5th skills coming out and also potential to steal other buffs like cross surge to keep the current 1.8x or reckless to possibly make it better) and also more utility since the 45% final dmg passive makes them less reliant on a single buff and able to use other skills while maintaining good damage output.

Edit: Final damage is confirmed multiplicative because in game my phantom has 152% final damage from xsurge and fc (80% final damage and 40% final damage). If it was additive it would be 120% and my calculator got the in game result of 152% final damage when using a multiplicative calculation.
