How do recharges work?
So I'm new to AB and am currently level 80. I looked at 4th job skills and AH says that it has 100% to attempt a recharge again so does that mean you have 100% recharge rate making every skill spamable? (except CD skills)

It just means that if you fail, you will attempt recharge. Both attempts are based on the same recharge rate. If a skill has a 50% recharge rate, if you fail the first time, you will attempt recharge again at a 50% chance (in essence, by probability, you would have a 75% chance for one of the two recharges to work). If Affinity IV isn't maxed, say you have 80% chance to attempt recharge, then if you fail the first recharge, you will have a 20% chance to not attempt recharge again.

When you fail to recharge after using a soul battery skill, affinity heart 4 allows you reattampt to recharge your skills.
Basically, Affinity Heart IV is a skill that lets you try to recharge again when you fail. Basically, when you fail a skill, you have a chance to recharge again, but if you fail that time, Affinity Heart IV doesn't apply. So in short, it's a second chance.
No. AH means that say, If you use Celestial Roar and it fails,( which it sometime will) AH will give you a 100% chance of recharging again to try to make that Fail into a SUCCESS.
