How To Fix Constant Lags

So I'm back to playing Maplestory after a few months break. Unlike before, I constantly lag now.
Computer specs:
Operating System - Windows XP Professional Version 2002 Service Pack 3
Processor - Intel(R) Core(TM)2 CPU 6300 @ 1.86GHz (2 CPUs)
Memory - 2GB of RAM
Card Name - NVIDIA GEFORCE 6600 GT
Total Memory - 256MB
Internet Speed - 15mb / s

List of things I tried:
1. Reinstalling.
2. Lowering game settings to lowest and playing in window mode.
3. Defragmenting disc.
4. Using CCleaner.
5. In task manager -
*Setting Maplestory in high priority
*Setting affinity to 1 CPU
*Setting Black Cypher in low priority
*Setting affinity to 1 CPU
6. Setting battery and graphics card to high performance.
7. Close all programs before playing.

I'm seriously running out of ideas... Would really appreciate help.

@GunPowder: Indeed, there is nothing we can do on our side. The thread that Hime openned about this issue is still open with no update whatsoever.

Internet Speed - 15mb / s --Optimum online/verizon? Regardless, it's good.

If this is an old lap top (meaning used for at LEAST 2 years), it's most likely wear & tear related. If you don't take good care of it (cleaning off the dust inside, virus programs, malware programs, constant reformatting, not enough cooling because of heat problems), it's bound to get deterioated even more. You wouldn't believe the number of people that don't care of their computers, even at first aid level. Very sure people are not accounting for wear & tear issues.

Personally, I'm convinced you have a computer issue.
However, if you feel it's your internet, depending on the provider, the speeds are varied and shared. If you have multiple ppl using Optimum, that uses internet as well and tends to split. If you use Verizon, there should be no problem because something about different cables used, so internet is constant streamed (way more expensive though). It's just stuff my friend told me on the internet stuff.

I experience lag spikes when attacking and during mob spawn. Just in general I have these little 1 second lags every 10 seconds or so. Rather annoying.

I used to never lag before on my laptop, but I'm guessing that the lag is due to Nexon constantly increasing the game content and adding more files as each patch comes. My friends told me that you would be less likely to lag if you turned down the graphics you could try this, but to me it really hurts my eyes... o.o

it's either video card or processor or both. I have ruled out connection. When i enter a town you can watch the screen slow down until you stop. Like a frame lag. I tried a quad core computer with a 1gb radeon hd3400 and no lag at all. Just my pc I guess.

Edit: I sometimes play on a i5 2.7gh 4GBRAM 1Gig G-force and I don't lag at all so yeah =/ But the weird thing if you read the comments in the post you'll see an i7user with 8gigs RAM etc and he experience the same lag as I do so yeah =/ I don't know what could be the fix/origin of the problem.

Edit2: When I visit a friend that also plays Maplestory, he has an i3 1Gig G-force and 4GB RAM and he also doesn't lag at all. Just minor lag spikes in town and that's it.

That's exactly what I'm suffering from... It makes sense, because I took a break from MS just before the Tempest patch...
So basically, all we can do is wait for Nexon to fix this? I think I'll just quit entirely.

Downloaded GameBooster, but it doesn't help at all. If you think about it, it makes sense. I made sure nothing was running before playing Maplestory.

Download Iobit/Razer Game Booster.

My friend had lag too whenever he goes to town and he thought he couldn't ever play Maple anymore since he can't even enter the town without lagging.
After he installed Game Booster and boosted his PC performance, he was able to enter town without much problem.

My laptop can't run this game for crap and I also get town lag on it, on my desktop I have 0 problems.

Nothing has changed.
I've gotten used to town lag, because I know it's a common problem. My problem is lagging in training maps; the game freezes for a second everytime I use my skills.

I get random lag as well.

Mainly in towns near Maple Admin or Cassandra. (Don't know which one).
