Sudden Fps fluctatuions making games hard to play
So about a week ago my fps in my games have been fine but now for some reason they just start fluctuating really really badly. For example in LOL i cap at 60fps constantly but now i see it drop to 20 now and then constantly. So i do not know what is going on... This is happening to my other games too, such as CS:GO and Torchlight 2.
EDIT: Its been 2 weeks now

You owe me royalties on the fan
Ah... sounds like a clue..!
Good job spotting that. Fortunately it's usually a pretty easy fix to replace just the fan.
Yeah! i got a new fan and it works fine now! And more quiet
Well then i just found out my cpu fan isint working....

Have you done full scans with BOTH an anti-virus scanner AND an anti-spyware scanner..?
An infection could explain the recent change in your computer's performance.
Also, like MarshMallows said, check the temps on your CPU and GPU. With warmer weather (in the northern hemisphere), a computer that's gotten clogged with dust over the winter may be showing signs of overheating now that the weather is warmer. Or (if you have a desktop), just visually inspect the fans and heatsink(s) inside to see if they need cleaning.
So i have just scanned and nothing came up. Also my temps are decent. For my GPU its an idle of around 34 degrees and when i was gaming it maxed at 62. (celcius) And my CPU it was at 45 and then topping at 71.
Also visually the fans are ok and have some dust but not lots

Check the temperature of your CPU/GPU while you're running the games. It might be overheating and resorting to use the integrated graphics that come with the motherboard.
If a reformat doesn't resolve the problem, get the card checked out and RMA it if necessary. Sapphire has some bad 7870 cards out there for some reason. Even I recommend a reformat because your computer has run long enough where corruption is a real possibility.
The report translated from French:

^only useful (non-TS) post so far
it could also be due to a lag in your internet connection (maybe someone is hogging your internet connection?)
this might help (LOL): https://support.leagueoflegends.com/entries/20102243-improving-lag-latency-and-ping
Check if you have any unneccesary backround programs or services running, sometimes they take up alot of memory causing your system to slow down at random points.
delete maplestory
Because you know... i play maplestory still....
delete maplestory
cuz it seems like you tried everything
if that doesnt work try to resecure the hardwares like the graphic card
Why would i reformat my pc..... It seems too irrational. That seems like a last resort to me :X
Also yeah i updated and tried to use older drivers
try updating your graphic drivers but if i were u i'd just reformat the pc
